メールや資料で『～する前に』と表現したいときには、prior to を使います。
We have to review the manufacturing process prior to sale of the products.
『販売開始前に、製造工程を確認する必要があります。』
prior to は before で言い換えることができます。

prior to は前置詞なので、後には名詞しか続けることが出来ません。主語＋動詞を続けることが出来ないので注意してください。
